call Housing. i would assume yes, you have to be a summer student to stay there. NYU owns few dorms abroad, often times they just rent buildings for students to stay in.

My room at Goddard was really tiny, but it was fine for the summer. The NYU dining halls that are open during then are Weinstein, Kimmel and Palladium. If you like have lots of choices (and have money to spend), get a small meal plan and eat a little on campus, and a little off campus. I don't ...
